Mr Michael Ryan
Mr Ryan is the Chief Executive Officer of the Regulatory Authority. Mr Ryan joined the Regulatory Authority in 2009 from Bank of America Merrill Lynch where he served in a number of senior management positions in London and Dublin, including as Chief Executive Officer of Merrill Lynch International Bank Limited and Country Executive for Bank of America Merrill Lynch in Ireland. Prior to joining Merrill Lynch, Mr Ryan was Vice President at Credit Suisse Financial Products and an associate with Cadwalader, Wickersham & Taft specialising in banking, securities and corporate law. Mr Ryan is a member of Qatar’s Financial Stability and Risk Control Committee, a member of the Qatar National Anti-Money Laundering and Combating the Financing of Terrorism Committee and a member of the Board of Directors of the Qatar Financial Markets Authority.

Mr Eisa Ahmed Abdulla
Chief Operating Officer
The QFC Regulatory Authority has announced that it has appointed Eisa Ahmed Abdulla to the role of Chief Operating Officer (COO) and Managing Director.
In his new role, Mr Abdulla is responsible for the Corporate Services division including Office of the General Counsel, Operations, Information Technology, Human Resources, Organisational Development, Corporate Communications, Translation and the Regulatory Authority’s nationalisation programme.
Previously Chief Administrative Officer at the Regulatory Authority, Mr Abdulla joined the organisation in June 2014 from a major telecommunications provider in Qatar, bringing more than twenty years of management experience from various industries including telecommunications, the energy sector and transportation.
A graduate of the University of Bradford School of Engineering, Design and Technology (UK), Mr Abdulla holds a Bachelor of Science in Electrical, Telecommunication and Internet Engineering. His professional memberships include Fellow of the Chartered Management Institute and a Diploma in Human Resources Practice from the Chartered Institute of Personnel and Development (CIPD).

Ms Prue Morris
Managing Director, Policy and Enforcement
Ms Morris joined the QFC Regulatory Authority in October 2006 as Associate Director, Policy, moving to the position of Director, Policy in 2010, followed by her appointment in January 2015 to Senior Director of the reformulated Policy and Legislative Counsel division. In August 2016, she was appointed Managing Director, Policy and Enforcement, with responsibility for policy, enforcement and legislative counsel.
With over 20 years of experience in financial sector regulatory policy, Ms Morris serves on joint regulator committees in Qatar. She is involved in training Qatari law graduates through both the RA’s Al Masar nationalisation programme and serving as a mentor in the Qatar University Women’s Law Mentoring Programme.
Ms Morris came to the Regulatory Authority from the Australian Prudential Regulation Authority (APRA) in Australia, where she was a senior policy officer and involved in prudential policy work in the banking, insurance and superannuation (pension) industries. At APRA and its predecessor organisation, the Insurance and Superannuation Commission, she contributed to the development of Australia’s superannuation reforms in 1993, Life Insurance Act 1995, implementing policy recommendations of the Australian Financial System Inquiry (Wallis) Report and the General Insurance reform package in response to the HIH Royal Commission. She was responsible for legislative work and coordination with the Commonwealth Treasury and Attorney-General’s Department on APRA’s policy issues from 2000 to 2006.
Prior to her position with APRA, Ms Morris was Manager, Coal Competitiveness at the Australian Department of Industry, Science and Resources. This role contributed to advancing Australia’s coal-related energy policy.
Ms Morris holds a Bachelor’s degree in Law (Honours) and a Bachelor’s degree in Commerce from Bond University in Australia.

Mr Ewald Müller
Managing Director, Supervision and Authorisation
Mr Müller joined the QFC Regulatory Authority in April 2012 as Director, Financial Analysis. He joined from the South African Institute of Chartered Accountants (SAICA) where, as Senior Executive: Standards, he influenced developments in international standard-setting and South African legislation and regulation. In October 2015 he was appointed as Director, Prudential Supervision (Banking and Asset Management) and Financial Analysis. In August 2016, he was appointed Managing Director, Supervision and Authorisation, with responsibility for banking, asset management, insurance, anti -money laundering and macro-prudential analysis.
Prior to his position with SAICA, Mr Müller held senior roles in financial management, regulation, financial analysis and investor relations, primarily in financial services. Mr Muller is a member of the King Committee on Corporate Governance and the Global Forum for Ethics. He serves on the Intergovernmental Working Group of Experts on International Standards on Accounting and Reporting of UNCTAD (which he chaired in 2014), and was previously Chairman of XBRL SA and a member of the Audit Committee Forum and the Corporate Governance Network of the Institute of Directors SA. Mr Muller has presented at various international conferences hosted by organisations such as the World Bank, the World Congress of Accountants, the United Nations and IFAC, and was also an anchor on business radio and television. He holds an Honours Bachelor Degree in Accounting from the University of South Africa and is a Chartered Accountant (SA).
