Jassim Ibrahim Al-Subaie joined the QFC Regulatory Authority (QFCRA) in July 2023 in the Financial Sector Strategy (renamed the Financial Sector Strategy Office – Ro’ya department in 2024). He was appointed Head of the department in July 2024.

The Financial Sector Strategy Office – Ro’ya has been responsible for the project management, liaison and execution of the Third Financial Sector Strategy since its launch in November 2023. The department prepares and amends project plans, monitors their progress, manages workstreams, quality checks, makes recommendations, provides technical input and expertise and prepares reports for key stakeholders.

Jassim joined the QFCRA from Qatar Development Bank (QDB), where he was Head of Digital Product & Planning. During his tenure at QDB, Jassim managed a digital transformation project, which involved a strategic overhaul to digitize banking products and services, ensuring a seamless end-to-end journey for SMEs that enhances their financial stability and operational effectiveness. Jassim also Headed the Service Excellence & Innovation team, where he led a team to foster a culture of continuous improvement and creativity, ensuring the QDB leverage innovative technologies and improve their day-to-day procedures.

Jassim holds a Bachelor of Arts in Public Relations and Advertising (Cum Laude) from DePaul University in Chicago, Illinois.
