Dr Al Binali was appointed a Board member of the Regulatory Authority in May 2023. Dr Al Binali is presently the Chief Executive Officer of the Qatar Financial Markets Authority, prior to which he has served as Assistant President at Qatar State Audit Bureau (2017 – 2023) and Chief Operating Officer at the Qatar Credit Bureau along with other positions (2009 – 2017).

Dr Al Binali holds a PHD in Islamic Finance from Hamad Bin Khalifa University and has many publications to his name in international journals in areas of banking, finance and economics.

Dr Al Binali has held many leadership positions in the financial sector such as Board Member at Qatar Central Bank (QCB) and Board Member at Masraf Al Rayan Bank.

He is also a member of numerous national steering committees such as the Financial Stability and Risk Control Committee and the Qatar National Anti-Money Laundering and Terrorism Financing Committee.
